Attributes applications have declared

An attribute is one named, documented field an application writes into its content, so that other applications can read it on purpose rather than by guessing. Registering one is how an application declares it: a signed operation on chain saying this name exists, this is what it means, this is its shape. Everything registered is listed here, whether or not anybody has written it yet, with the count of how often it has been seen lately and who signed for it.
